Another alternative to the Scarf, or the Dickie!, is the modesty panel or faux cami. I have a huge collection of camisoles, but this is a creative way to avoid the extra bulk under your clothes. You can wear them to cover cleavage in a low cut top, or you can wear them to extend the length of a shirt. And what's even better is you can make your own.

I'm also really fond of halftees.com - they are basically half tee shirts, tanks, or even long sleeves, that go under anything you think is too low cut.
